Sandbox (sk_test_) mirrors production including gates — approvals in sandbox still require a human in the console, because that's the behaviour you're integrating. Rate limits are per-organisation and generous for negotiation traffic; you'll hit a sequence conflict long before a rate limit. SDKs (TypeScript, Python) ship with the first cohort — the API is small enough that curl is honest documentation. Questions: talk to the team.
